VERA FILES FACT CHECK: Panelo flip-flops on PH’s withdrawal from ICC

In his first press briefing as presidential spokesperson, Salvador Panelo claimed the Philippines never “withdrew, actually” from the International Criminal Court (ICC). This contradicts his statement in March when he said the country’s withdrawal from the ICC was already “in order, in fact.”
