THE kin of 13 journalists slain in the Nov. 23 Ampatuan massacre filed Wednesday grave misconduct charges with the National Police Commission against 62 police officers based in Maguindanao for their suspected participation in what is now the single worst attack on journalists in modern history.

The complainants also asked the Napolcom to slap 90-day preventive suspensions against the officers, who included top officers of the Maguindanao Provincial Police Office, the 1507th and 1508th Maguindanao Provincial Mobile Groups and the 15 th Regional Mobile Group of the Autonomous Region for Muslim Mindanao.

The Department of Justice earlier indicted the officers for multiple murder in connection with the massacre that killed 58 people, more than half of whom were journalists.

In a 18-page petition, the complainants said the policemen should be placed on preventive suspension becaue the charge against them is serious and grave, and the evidence of guilt against them is strong.

They also said the officers “are in the position to harass, intimidate, coerce and unduly influence the complainants and their witnesses into withdrawing their complaint or retracting their sworn statement or that of their witnesses against the respondents.”

Under Napolcom rules, grave misconduct carries the penalty of dismissal from the police service. A police officer is liable for grave misconduct if he takes part in acts that are punished as crimes under the country’s criminal statutes, according to the same rules.

Of the 13  journalists, Reynaldo “Bebot” Momay is officially listed as missing but forensic and circumstancial evidence show he was on the ill-fated convoy organized by the Mangudadatu clan when it was waylaid by their rival, the powerful Ampatuan clan, along a highway in Ampatuan town.
