FACT CHECK: Videos on ‘mandatory army training’ for Filipinos FAKE

Two Facebook videos are claiming that all Filipino men and women, regardless of sexual orientation, between the ages of 18 and 65, are required to undergo “army training” starting this December. This is not true and the clips used were likely generated using artificial intelligence.

The first video, posted on Nov. 23, is saying that all men will be subject to mandatory military training beginning Dec. 5, to run for six months.

A separate video published on Nov. 27 further claimed that all men and women must participate in the training from this month until March 2026 or four months..

Both videos also assert that the training comes with a P30,000 allowance, with the first clip saying this is per month. The FB posts contained several links, including one to the supposed memorandum on the training, a registration form, instructions on how to get exempted, and a list of areas with training facilities.

Article II, Section 4 of the 1987 Constitution gives the state the authority to require all citizens to “render personal military or civil service” under conditions provided by law. However, there has been no recent government announcement or directive imposing compulsory military training on all Filipinos.

Both videos use a news anchor and camera work inconsistent with regular broadcasts. Portions of the footage zoom in and abruptly zoom out – as if different clips were spliced together to create the fake video.

VERA Files ran both videos through the AI detection tool Hive Moderation and found them highly likely to be AI-generated.

Most of the still frames they carried were analyzed through AI image detectors SightEngine and WasItAI further and showed that the clips, which mimic the news report format, were also likely created by AI.

The links included in the FB posts merely take netizens to several product pages on an e-commerce site. One leads to an unverified blog posing as “Philippine Gov Update” whose attached application form redirects the public to a shopping platform page.

In the 19th Congress, several measures pushing for the compulsory basic Reserve Officers’ Training Corps program for students were filed in the Senate and House of Representatives. None were passed. Refiled bills on this remain pending at the committee level in both houses as of press time.

First published by FB page MSWD News Update (created on Nov. 14, 2025), the first fake video has so far garnered 3,500 reactions, 733 comments, 1,300 shares and 183,000 views. A different clip, uploaded by page TNC Nationwide (Nov. 12, 2025), has received 45,900 reactions, 8,300 comments, 7,800 shares and 2.5 million views as of writing.
