Midway through his term, President Ferdinand Marcos Jr. remains committed to delivering infrastructure projects “with a heart for people’s comfort, security, and progress.”

However, the same challenges continue to hound his administration’s pursuit of “building better more.”

Of the president’s 16 promises in infrastructure during his first three State of the Nation Addresses, only three have been fulfilled, 10 remain in progress and three were stalled.

As of June 2025, the administration has 207 Infrastructure Flagship Projects (IFPs) worth US$178 billion. Eight of these have been completed, 70 are ongoing and 23 are approved for implementation. The rest are either awaiting government approval, under  the preparation stage or still in the pre-project preparation phase.

In addition to the IFPs, the administration also has  3,224 infrastructure projects under the Philippine Development Plan’s 2023-2028 Public Investment Program amounting to US$ 225.1 billion.

One of the big-ticket projects accomplished in 2024 is the Panguil Bay Bridge, the longest sea-crossing bridge in Mindanao. Other completed IFPs include the Expanded Plaridel Bypass Road inaugurated in October 2024 and the Samar Coastal Road Project that opened in 2023. Last November, Marcos also inaugurated the LRT-1 Cavite Extension Project Phase 1 that traverses Parañaque City and Quezon City.

In 2024, the overall infrastructure disbursements were recorded at P1.55 trillion. This is equivalent to 5.8% of gross domestic product hitting last year’s target of 5.0 to 6.0%.

The Department of Information and Communications Technology (DICT) also saw improvements in the country’s fixed and mobile broadband speed between January 2023 to March 2025.

Despite these wins, several of the administration’s infrastructure projects face delays due to problems in Right-of-Way (ROW) acquisitions and funding.

According to a February 2025 Philippine Institute for Development Studies (PIDS) report, the country is lagging behind its Southeast Asian neighbors when it comes to transport infrastructure development, citing its inefficient air transport systems and “relatively underdeveloped” railways.

Notably, big-ticket infrastructure projects under the Department of Transportation (DOTr) such as the North-South Commuter Railway System, Metro Manila Subway Project and the MRT-7 were held up because of ROW acquisition disputes. Other projects, such as the Mindanao Railway project, were also stalled due to lack of funding.

The World Bank, which is financing the Cebu Bus Rapid Transit Project, also rated the program’s overall implementation as “unsatisfactory” for its slow progress.

In his first three years, Marcos tried several measures to resolve the delays. These include the creation of an inter-agency committee for rail projects with ROW concerns and the streamlining of processes for IFPs. Most recently, Transportation Secretary Vince Dizon issued a department order creating the Flagship Project Management Office that aims to fast-track the implementation of priority transportation infrastructure programs.

With his first three years nearly over, Marcos now has the same amount of time left to deliver on his ambitious infrastructure agenda.
