A fabricated statement circulating on social media claims that the Office of the President and the Department of Education have decided to abolish Grades 11 and 12. This is fake.
The graphic published on Oct. 20 bears the official seal of the Office of the President and a forged signature attributed to President Ferdinand Marcos Jr., where part of the lengthy statement read:
“NO MORE GRADE 11 & 12
(NO MORE GRADES 11 & 12
DepEd has announced the final decision to remove Grades 11 and 12 from our system completely.
There will no longer be senior high school, which will change the customary graduation levels of students).”
The published post contains the caption:
“Layok, pinirmaan i PBBM na miyada so junior and senior high sa mga eskuwelaan, tunai reactions kawn, favor ba sa mga mag aaral or parents. In abolish so K-12
(Friend, PBBM signed it; junior and senior high are now gone from schools. What are your reactions to this? Is it in favor of students or parents? K-12 was abolished)!”
Malacañang has not issued such a statement, and no administrative or legislative measure abolishes the senior high school program.
Republic Act No. 10533, or the Enhanced Basic Education Act of 2013, mandates senior high school. Under Philippine law, Congress can repeal a basic education policy established by statute only through an amendatory law. A statement from the executive department or an administrative order cannot dismantle the K-12 structure.
The graphic misappropriates the presidential seal and pairs it with a copied signature of Marcos without proper Palace document tracking, reference headers, or official release formats.

Official records from DepEd show that rather than abolishing the two grade levels, the agency is actively implementing curriculum enhancements. On Nov. 11, 2025, DepEd issued a public advisory flagging similar circulating posts as fake news when social media claims alleged that Grades 11 and 12 would be scrapped for School Year 2026–2027.
DepEd Memorandum No. 012, s. 2026, dated Feb. 27, and DepEd Order No. 017, s. 2026, confirm that the Strengthened Senior High School Curriculum will be fully implemented for incoming Grade 11 students starting SY 2026–2027, while Grade 12 students continue under the existing curriculum or designated pilot programs. The reform streamlines subjects and enhances technical-vocational and career electives rather than abolishing the senior high school levels.
While legislative measures reviewing basic education have been proposed in Congress, such as Senate Bill No. 2685 filed by suspended senator Jinggoy Estrada seeking to amend RA 10533, no bill abolishing Grades 11 and 12 has been signed into law.
The fake announcement surfaced amid continuing public debates over basic education reforms and DepEd’s ongoing review of the senior high school program
