PORTIONS of Roxas District in Quezon City have again gone under water as relentless rain brought on by typhoon “Maring” and the monsoon caused the San Juan River to overflow.

Like in the previous great deluges in 2009 (“Ondoy”) and last year (the monsoon or “habagat”), floodwaters reached chest to one-story high.

Barangay Roxas is a two-time awardee of the Quezon City government’s Best Barangay Disaster Preparedness Program, having recorded zero casualty during “Ondoy” and “Habagat.”

Last June, Barangay Roxas was one of 16 flood-prone areas in Metro Manila where the Department of Interior and Local Government conducted a flood drill, including mock rescue and evacuation operations, to increase the disaster preparedness of informal settlers.

But when severe flooding happens, the experience is still harrowing for many residents, the preparations notwithstanding.

Photojournalist Luis Liwanag, who documented the flooding in Roxas District last year, shares what the situation is like this time around in this slideshow.
