Sa kanyang pahayag sa buong bansa noong Okt. 5, binawi ni Pangulong Rodrigo Duterte ang kanyang mga nakaraang pahayag at sinabi na siya ay "hindi pa nakapatay" o kahit kailan nag-utos na ipapatay ang sinuman.

Tumutugon ang pangulo sa mga panawagan para sa pagsibak kay Health Secretary Francisco Duque III nang sinabi niyang tungkulin niya na tiyakin na ang batas ay sinusunod, na idinagdag na hindi niya maaaring kasuhan ang isang "inosenteng tao" para lamang masabing naghabla sya.

Gumagamit si Duterte ng marahas na retorika sa maraming mga pagkakataon, lalo na kapag tinutukoy ang giyera kontra droga ng kanyang administrasyon. Sa isang biglaang talumpati noong Abril 1, nagbabala ang pangulo ng pag gamit ng matinding hakbang sa sinumang nagdudulot ng "gulo" habang ipinatutupad ang mga paghihigpit sa quarantine dahil sa coronavirus disease 2019 (COVID-19) pandemic:-

My orders are (ang aking mga order ay) -- sa pulis pati military, pati mga barangay -- pagka ginulo at nagkaroon ng okasyon na lumaban at ang buhay ninyo ay nalagay sa alanganin, shoot them dead (barilin niyo para patayin).”

Ang kanyang pahayag, na umani ng batikos mula sa mga human rights group, ay nangyari pagkatapos ng dispersal at pag-aresto sa Quezon City ng humigit-kumulang 20 indibidwal na nagsagawa ng isang protesta para manawagan ng tulong sa gitna ng enhanced community quarantine.

Sinabi ni Presidential Spokesperson Harry Roque na ang talumpati ni Duterte noong Okt. 5 ay "mula sa puso" at ang magkasalungat na pahayag mula sa nakaraan ay ginawa lamang upang "makakuha ng pansin at talakayan," lalo na sa "pet isyu, iyong kampanya laban sa droga."
