VERA FILES FACT CHECK: Mali ang pahayag ni Sen. Revilla na si Imelda Marcos ang utak ng flood control tax

Hindi totoo ang sinabi ni Sen. Ramon “Bong” Revilla Jr. na si dating first lady Imelda Marcos ang nasa likod ng flood control tax noong 1972.

Ang 25-sentimong “special metropolitan flood tax” ay ipinataw sa tiket ng lahat ng sinehan sa Metro Manila alinsunod sa Presidential Decree (PD) No. 18 na nilagdaan ni dating pangulong Ferdinand Marcos Sr. dalawang linggo matapos niyang ipailalim ang buong bansa sa batas militar noong Set. 21, 1972.

PAHAYAG

Sa joint hearings ng Senate committees on public works ang environment, natural resources and climate change noong Agosto 9, sinabi ni Revilla, tagapangulo ng Committee on Public Works:

“As early as the 70s, no less than our president’s mother, madam Imelda Marcos, the mother of Senator Imee [Marcos], acknowledged the problem of flooding in our society. She even instituted the flood control tax collecting 25 centavos for the sale of movie tickets during the golden age of Philippine cinema, when the ticket booths were flocked by the public.”

ANG KATOTOHANAN

Sa ilalim ng PD 18, na pinirmahan ni dating pangulong Ferdinand Marcos Sr. noong Okt. 7, 1972, ipinataw ang 25-sentimong special metropolitan flood tax na sa bawat tiket sa sinehan at kinolekta sa loob ng 15 taon. Itinatag ng PD 18 ang Metropolitan Manila Flood Control and Drainage Council (MMFCDC) na pinamunuan ng kalihim ng Public Works and Communications at miyembro nito ang 14 na mayors na bumuo ng Metropolitan Mayors Coordinating Council.

Maaaring nalito si Revilla sa flood control tax at “cultural development tax,” isa pang 25-sentimong buwis na ipinatupad ni Imelda Marcos bilang gobernador ng Metro Manila noong 1982. Siningil din ito sa movie tickets na, ayon sa isang ulat ng WE Forum, ay kinolekta kasabay ng flood control tax

Itinatag ang MMFCDC upang bumuo at ipatupad ang isang flood control at drainage program para sa Metro Manila.

Bago ipinasara ang Kongreso matapos ideklara ang batas militar noong Set. 21, 1972, inendorso ni Marcos Sr. na “urgent legislation” ang panukala ng Senado na magtatag ng programang flood at drainage control para sa Greater Manila Area.

Ang Metropolitan Mayors’ Coordinating Council (MMCC) ang nag-sponsor nito kasunod ng 20 araw na delubyo sa buong Luzon noong Hulyo 1972.

Isinailalim na lang sa PD 18 ang programa sa flood control na isinulong ng MMCC bago ideklara ang batas militar.

“Ang mga panukalang nagtatag sa MMFCDC at sa flood tax ay malinaw na hindi direktang nagmula sa mag-asawang Marcos,” ayon sa Marcos Regime Research Group ng UP Third World Studies Center.

Noong 1979, napasailalim ang MMFCDC sa bagong-tatag na Ministry of Public Works.

Sa isang referendum noong Peb. 27-28, 1975, bumoto ang mga residente ng Greater Manila Area para pagsamahin ang apat na siyudad at 13 munisipyo sa ilalim ng MMFCDC. Mula rito, binuo ang Metropolitan Manila Commission (MMC).

Nagsilbing gobernador ng Metro Manila at tagapangulo ng MMC si Imelda Marcos. Kaakibat nito, isa sa mga tungkulin ng MMC ang pag-ayos ng flood control sa buong metro.

Hindi kailanman naging miyembro ng MMFCDC si Imelda.

Itinakda sa PD 18 ang pangongolekta ng flood control tax sa loob ng 15 taon. Sa pagwawakas nito noong 1987, binuwag ang MMFCDC at ang Ministry of Public Works at itinatag ang Department of Public Works and Highways.
