Aside from invasion and rebellion, the president may declare martial law citing lawless violence in the draft revised 1987 Constitution.
The draft charter, approved as a whole July 9, also includes threats to cybersecurity as basis for the president to “take all necessary actions to repel or quell” attacks — similar to the process of declaring martial law in the 1987 Constitution.
