Sinabi ng LTFRB na ang mga PUV driver at operator na ayaw mag-consolidate ay ituturing na walang lisensiya at maaaring hulihin kapag pumasada sa ruta na gamit ang hindi nakarehistrong sasakyan.
LTFRB said PUV drivers and operators who refuse to consolidate are considered unlicensed and can be apprehended if they still ply the routes with unregistered vehicles.
