A YouTube video is claiming the Light Rail Transit Line 1 (LRT-1) Cavite Extension is a legacy of the Duterte administration. This is misleading.

Uploaded on Nov. 10, the video showed a clip of an LRT-1 train passing the elevated tracks along the Coastal Road in Parañaque with the text “Duterte legacy”.

The LRT-1 Cavite Extension project is a public-private partnership between the Philippine government and the Light Rail Manila Corp. It was initially proposed during Joseph Estrada’s term, but shelved under the administration of Gloria Macapagal Arroyo.

Bidding for the project finally happened during Benigno Aquino III’s term, but construction only started in 2019 during the administration of Rodrigo Duterte.

At its inauguration on Nov. 15, President Ferdinand Marcos attributed the newly-constructed infrastructure to his four predecessors; former presidents Estrada, Macapagal Arroyo, Aquino III and Duterte.

A graphic with the text: The LRT-1 Cavite Extension project was first proposed during Joseph Estrada’s term, shelved, and bidding opened during Noynoy Aquino’s term. Construction only began in 2019 under the administration of Rodrigo Duterte. It was finally inaugurated by President Bongbong Marcos this month.

The transit extension opened five additional stations: Redemptorist-Aseana, MIA Road, PITX, Ninoy Aquino Avenue, and Dr. Santos. Three more stations (Las Pinas, Zapote, Niog in Bacoor, Cavite) will begin construction in 2026.

From 20 kilometers, the LRT-1 now spans 26 kilometers after the phase 1 opening and is expected to service 600,000 passengers daily.
