A video circulating online claims that President Ferdinand Marcos admitted he is the mastermind behind the flood control corruption scandal. This is false.
The 19-second reel, published by a Facebook page on May 30, featured a clip of Marcos with a superimposed text that read:
“Pres. Bongbong Marcos Inamin na na siya ang mastermind sa flood Control Project
(Pres. Bongbong Marcos admitted he is the mastermind of the flood control project).”
The president was made to look like he said the following statement:
“Ako ang nagsimula nitong lahat, flood control na kaso na naging iskandalo. Ito ‘yung listahan ng may arrest warrant na. Hindi po ito haka-haka, hindi po ito kwento. Ito po ay tunay na ebidensya
(I started all of this, the flood control case that became a scandal. This is the list of those with arrest warrants. This is not speculation, this is not a tale. This is real evidence).”
This was an edited clip. Marcos never made such a confession in the original video, published on the president’s official FB page on Nov. 21, 2025.
In the two-minute video, the president spoke about the filing of cases and issuance of arrest warrants against former lawmaker Zaldy Co and 17 others linked to irregularities in flood control projects. The circulating clip omitted the portions where the president mentioned this context, while selected segments of the video were rearranged to create the misleading reel.
For example, Marcos never said he started the flood control scandal. His actual statement was that he started the investigation into Co and he will be the one to finish it.

Below are a couple of the president’s actual statements that were altered:
“Ito po ay isa pang report na aking ginagawa upang malaman ng taong bayan kung ano na ang nangyayari tungkol sa mga flood control na kaso na naging iskandalo, at kung papaano at ano ang ating mga nagawa upang mapanagot ang may kagagawan nito.”
(This is a report I am presenting so that the public may know what is happening regarding the flood control cases that have become a scandal, and how and what we have done to hold those responsible accountable)
“Hindi po ito haka-haka. Hindi po ito kuwento. Ito po ay tunay na ebidensya…Aarestuhin na sila, ihaharap sa korte, at pananagutin sa batas. Walang special na pagtrato, walang sinasanto. Ako ang nagsimula nitong lahat. Ako ang magtatapos.”
(This is not speculation. This is not a story. This is real evidence…Those responsible will be arrested, brought before the court, and held accountable under the law. There will be no special treatment, no one will be spared. I started all of this. I will finish it).
The false video surfaced after Senate President Alan Peter Cayetano announced that Senate hearings into the flood control issue will resume on June 4. To recall, the hearings were earlier paused by former Blue Ribbon Committee Chair Sen. Panfilo “Ping” Lacson until there were enough senators who would sign the partial committee report for it to reach the plenary.
