A Facebook post shared across multiple groups claims that former Ako Bicol Party-list representative Zaldy Co has released a list naming 51 high government officials, including President Ferdinand Marcos Jr. and opposition lawmakers, involved in a trillion-peso flood control scam. This is Fake.
Accompanying the graphic posted on May 31 is a text that reads:
“Rep. Zaldy Co releases the list of Top 51 GOVERNMENT OFFICIALS involved in the Trillion Peso Flood Control Scandal! MON TULFO, BINABANTAYAN NG TAONG BAYAN ANG SUMUSUNOD NA MGA MASTERMIND NA MGA KAWATAN SA TRILYON-TRILYONG PISO NA PERA NG TAONG BAYAN
(Rep. Zaldy Co releases the list of Top 51 GOVERNMENT OFFICIALS involved in the Trillion Peso Flood Control Scandal! Mon Tulfo, the people are watching the following masterminds who stole trillions of pesos of the people’s money).”
While Co did release previously a series of video messages with serious allegations about kickbacks from infrastructure projects through his official FB page, his so-called exposes did not include this list.

Co has not made a public appearance in the Philippines since he left for a supposed medical treatment in the United States in July 2025. Following the issuance of arrest warrants by the Sandiganbayan in connection with cases of graft and malversion filed against him, Co has been classified as a fugitive.
Last April, Co was reported to have been accosted in Prague in the Czech Republic, for having invalid travel documents. He was later reported to have proceeded to France where he is supposedly seeking political asylum.
In December 2025, VERA Files debunked a similar viral post claiming Co had leaked a list of flood control corruption masterminds. The post bore the exact same text claiming columnist Ramon “Mon” Tulfo was monitoring the list.
Reposted by several users, the posts have cumulatively generated 5,695 reactions, 1,605 comments, and 3,600 shares.
