Naging kontrobersyal ang posisyon ng Commission on Human Rights (CHR) na umano’y pabor sa abortion. Pero nilinaw ng ahensya na sang-ayon lamang ito sa pag-decriminalize ng abortion kung “under extreme circumstances” o nanganganib ang buhay ng babae.
Noong Oktubre 2023, nabahala ang United Nations Committee on the Elimination of Discrimination against Women sa mataas na bilang ng unsafe abortions sa bansa at hindi umuusad na panukalang i-decriminalize ito. (Pakinggan Abortion: Katawan ni Eba, Desisyon ni Adan)
