The framers of our Constitution, in their desire to protect citizens of the country who have less in life, mandated a party-list system to provide representation to the marginalized and underrepresented sectors of Philippine society such as “labor, peasant, urban poor, indigenous cultural communities, women, youth, and such other sectors as may be provided by law, except the religious sector.”
A Party-List System Act was enacted in 1995 (Republic Act No. 7941) to give substance to the constitutional provision.
Like many things political in the country, the party-list system has been coopted and corrupted by political dynasties and politicians further marginalizing the sectors the law was supposed to serve.
Calls for the review of the party-list system are becoming louder as the Commission on Elections (COMELEC) continues to implement the law.
On May 19, COMELEC proclaimed 52 party-list groups winners in the May 12 elections. It should have been 54 but the proclamation of two- Duterte Youth and Bagong Henerasyon- were withheld pending resolution of petitions against them.
