Malacañang has certified as urgent 22 priority measures, which President Rodrigo Duterte wants the 18th Congress to pass into law. Not on the list is the bill ending contractualization or “endo,” a campaign promise of the President.
On July 26, Duterte vetoed the Security of Tenure bill — previously certified as urgent — that seeks to end the practice of labor-only contracting in the country.
“Endo” or “end of contract” refers to the hiring of workers for less than six months to avoid regularization as mandated by law.
