Sa pamamagitan ng special order na may petsang Nobyembre 3, ibinalik ng Department of Transportation si Teofilo Guadiz III bilang chairman ng Land Transportation Franchising and Regulatory Board (LTFRB). Nangyari ito halos isang buwan matapos ipag-utos ni Pangulong Ferdinand Marcos Jr. ang pagsuspinde kay Guadiz dahil sa mga alegasyon ng katiwalian.
Kinumpirma ito ng Office of Executive Secretary noong Nobyembre 5, na sinabing inalis ng Office of the President (OP) ang suspension order matapos na bawiin ni Jefferson Tumbado ang kanyang mga alegasyon laban kay Guadiz.
“Walang dahilan para ipailalim si Chairman Guadiz sa preventive suspension maliban kung may sumunod na pangyayari na nagpapanatili ng parehong mga akusasyon laban sa kanya ay iharap sa OP,” dagdag nito.
Sinabi ni Tumbado, dating executive assistant ni Guadiz, sa isang media briefing noong Oktubre 9, na ang mga transport official ay tumatanggap ng hanggang P5 milyon mula sa mga operator para mapabilis ang mga transaksyon tulad ng route modification at franchise application sa LTFRB.
