President Rodrigo Duterte wrongly claimed at least twice last month that the European Union created the International Criminal Court.
In his first press briefing as presidential spokesperson, Salvador Panelo claimed the Philippines never “withdrew, actually” from the International Criminal Court (ICC). This contradicts his statement in March when he said the country’s withdrawal from the ICC was already “in order, in fact.”
