Claim 1: Former Supreme Court justice Ma. Lourdes Sereno wondered why the Comprehensive Sexuality Education bill was not noticed in the House. Rating: Needs context Rating Explanation: What is being questioned is Senate Bill 1979, which is pending in the Senate. The House approved its version of the bill in September 2023 with a 232-0 vote, without opposition from Sereno’s group.
Claim 2: If you read the bill, when a child becomes sexually active, parents would no longer be advised. Rating: False Rating Explanation: The bill merely says parental consent is not necessary for adolescents to avail of services provided under the proposed measure. It does not have a confidentiality provision for sexually active children.
Claim 3: The bill teaches “early childhood masturbation” at ages zero to four. It also includes lessons on anal and oral sex. Rating: Misleading Rating Explanation: The Senate and the House versions of the bill do not have provision on early childhood masturbation, neither is the Department of Education’s curriculum on comprehensive sexuality education. It is in the World Health Organization’s Standards for Sexuality Education in Europe, which does not say children must be taught masturbation and oral and anal sex. WHO merely recognizes that it is normal for adolescents to be curious of their own body even at an early age as part of their growing up.
Claim 4: The bill says six-year-olds will be taught how to experience their body and pleasure through their five senses. Rating: Inaccurate Rating Explanation: The Senate and House bills don’t have this provision. Neither is it in DepEd’s proposal. This was copied from a sample curriculum of DepEd, which does not say “ bodily pleasure” but encourages parents to assist in teaching CSE.
Claim 5: It has been proven in other countries that CSE is not effective in solving teenage pregnancy, but it’s been mandated for teaching to our children and the Filipinos. Rating: Needs context Rating Explanation: Studies cited were from the Institute for Research and Evaluation which show “lack of evidence of effectiveness” for CSE in schools..
Claim 6: DepEd has adopted CSE since 2018. Rating: Needs context Rating Explanation: While DepEd has drafted a CSE proposal in 2018, it has not been taught in schools yet.
Claim 7: DepEd has rolled out the CSE supposedly to comply to the international push to promote it. Rating: No basis Rating Explanation: There is no proof that DepEd has been implementing CSE in public schools.
Claim 8: Why is there need to rush implementation of CSE? Rating: False Rating Explanation: The first sex education policy was launched in 1972. Forty years later in 2012, the Responsible Parenthood and Reproductive Health Act became law. In 2015, the Commission on Higher Education issued a memorandum on gender and development policy in higher educational institutions. Two years later, Executive Order No. 12 was issued, expediting the rollout of the RH Bill and in 2018, DepEd came out with Order No. 31, proposing a CSE curriculum.
Claim 9: In Singapore, CSE is not integrated into all subjects. It should be a three one-hour sessions in a year for a really focused teaching about sexuality education. They have an opt-out form. Rating: False Rating Explanation: In Singapore, CSE is integrated into the Science, Biology, and Character and Citizenship Education all year round. They have once a year Empowered Teens talks, from which parents can opt-out their children.
