More than 68.4 million Filipinos are registered to vote in 438,500 local precincts nationwide in the May 12, 2025 elections. This is a 3.9% increase from the number of registered voters in 2022.
Almost half of those who signed up for the coming polls are from four regions in Luzon and one in Visayas. The 10 provinces with the biggest number of voters are still Cebu, Cavite, Bulacan, Pangasinan, Laguna, Negros Occidental, Batangas, Pampanga, Rizal and Iloilo.
Overseas absentee voting (OAV), however, attracted fewer registrants. Data from the Commission on Elections (Comelec) shows a 26.84% decrease in the number of registered voters among Overseas Filipino Worker (OFW), from 1.6 million in 2022 to 1.2 million this year.
In an interview with reporters last year, Comelec Chairman George Garcia lamented the lower number and concluded that Filipinos abroad are more inclined to participate in the presidential and vice-presidential elections.
However, he said that a high voter turnout is expected because overseas Filipinos can now cast their votes online in the upcoming election.
“Even if we only have 1.2 million voters, if we see a high turnout, we’re okay with that since we will still be able to accomplish our goal,” Garcia added.
Out of the 1.6 million registered OFW voters in 2022, only 626,576 voted, translating to a 38.61% voter turnout.
