Nilikha noong 1992, ang LEDAC ay nagsisilbing “consultative at advisory body sa pangulo” sa mga programa at patakaran na “mahalaga sa pagsasakatuparan ng mga layunin ng pambansang ekonomiya.” May 20 miyembro, binubuo ito ng magkahalong mga opisyal ng executive at legislative, kabilang ang Senate president at House speaker, at pinamumunuan mismo ng pangulo.
Hindi pa inaprubahan ng konseho ang “common legislative agenda” para sa ika-18 Kongreso, ayon sa performance indicator na inilabas noong Disyembre 2019.
Sa panayam sa pagbubukas ng ika-18 Kongreso noong Hulyo 2019, sinabi ni Sotto na ang iminungkahing “Anti-Terrorism Act” ay kabilang sa priority bills ng Senado dahil ito ay “naiwan” mula sa nakaraang Kongreso dahil sa “kakulangan ng oras.”
Ang mga panukalang batas na hindi naipasa sa pagtatapos ng isang termino ng kongreso ay dapat na muling ifile at sumailalim sa parehong proseso sa susunod na term.
Ang panukalang Anti-Terrorism Act ay muling nabigyang buhay sa kasalukuyang Kongreso nang ma-refile ang maraming panukalang amyenda sa HSA sa Senado. Ito ay kalaunang pinagsama at ipinasa sa pangwakas na pagbabasa noong Peb. 26.

Hinihintay na ngayon ang pirma ng pangulo sa panukalang batas. Gayunman, maaari pa rin niyang itong i-veto o hayaan na lamang na maging batas ito pagdating ng Hulyo 9, 30 araw matapos itong matanggap ng Malacanang.
Kung maisabatas, ang Anti-Terrorism Act of 2020 ay magpapalawak ng kahulugan ng terrorist acts terorista sa pagpaplano, pag-uudyok, pagsasanay, paghahanda, at pagpapadali ng anumang mga gawain sa pamamagitan ng mga talumpati, proklamasyon, pagsusulat “para sa layunin ng pananakot” sa publiko at paglikha ng isang “kapaligiran na may takot.” Palalawigin nito ang tagal ng warrantless detensyon para sa mga hinihinalang terorista mula sa maximum na tatlong araw hanggang sa 24 na araw.
