A post circulating on Facebook claims that Veronica “Kitty” Duterte has been banned from the International Criminal Court detention center in Schevingen, The Hague, Netherlands after she allegedly arrived there drunk and caused a scene when disallowed from entering the facility. This is false.
Kitty is the youngest daughter of former president Rodrigo Duterte, now detained at the ICC prison allegedly for charges of crimes against humanity.
This is not true. The ICC has not banned the 21-year-old daughter of the former Philippine leader. Neither are there credible reports of the alleged incident.
The viral post published by an FB user on March 8 carried the caption:
“BREAKING: KITTY DUTERTE na BAN sa ICC? Dahil pumunta daw sa ICC ng lasing at nag wala ng hindi payagang pumasok sa loob. Idol ng mga DDS lasengera!
(Breaking: Kitty Duterte allegedly banned from the ICC? Because she supposedly went to the ICC drunk and caused a scene, and was not allowed to enter. DDS idol is a drunkard)!”
Other posts of varying quote cards began circulating the following day. Each post had a similar graphic text:
“KITTY DUTERTE NA BAN SA ICC, HINDI NA PWEDENG DUMALAW SA AMA DAHIL PUMUNTA SA ICC NG LASING AT NAGWALA NG HINDI PAYAGANG PUMASOK SA LOOB.
(Kitty Duterte has been banned from the ICC and can no longer visit her father after she allegedly went there drunk and caused a scene when refused entry).”

A simple reverse image search shows the photo used in the graphic was taken on March 26, 2025, when she and her mother, Honeylet Avanceña, visited the detention facility on her father’s 80th birthday. It was originally published by GMA Integrated News.
In an email to VERA Files Fact Check, the ICC confirmed that their premises, including the detention facility, remains secure but did not categorically say such an incident happened in early March.
It added that in case of any breach in the detention center’s rules, a visitor is not allowed entry or is escorted out of the facility.
Nothing under the ICC Rules of Decorum states that a visitor can be banned for inappropriate conduct. But the ICC Premises Rules say that visitors entering under the influence of alcohol or narcotic substances are strictly prohibited, and those who engage in disruptive conduct can be immediately expelled from its premises including the detention facility.
The erroneous posts surfaced following Kitty’s actual visit to The Hague on March 2 during which she spoke in front of the detained former president’s standee near the ICC and shared her emotional difficulty on seeing her 80-year-old father.
As of writing, the untrue post published by FB pages JIL Review TV (created May 13, 2021) and Munting Tinig Vlog (created Oct. 27, 2022), collectively garnered 3,051 reactions; 1,127 comments; and 275 shares.
