FACT CHECK: Lambino echoes Duterte-era claim on EJKs

WHAT WAS CLAIMED

Senatorial aspirant Raul Lambino says not all extrajudicial killings are illegal, claiming that all killings are extrajudicial because the country does not have the death penalty.

OUR VERDICT

False:

The death penalty does not legalize extrajudicial killings, which is defined by the United Nations as the deliberate killing of individuals outside of any legal framework.

Lawyer Raul Lambino, a senatorial aspirant under the Partido Demokratiko Pilipino and presidential adviser of then president Rodrigo Duterte, claimed that not all extrajudicial killings (EJKs) are illegal.

This is false. The United Nations and the Philippine government define extra-legal killings (interchangeable with EJKs) as deliberately carried out without due process or against existing laws.
