A graphics card circulating on Facebook is claiming that Cebu Gov. Pamela Baricuatro reassured her support for the Marcos administration, saying “Cebu is not a Duterte country.” This is fake.
On April 14, a netizen published the card on their personal account and on three FB groups within a minimal time interval. It carried a photo of Baricuatro, a known Duterte ally, alongside President Ferdinand Marcos and Education Secretary Sonny Angara. The text on the card read:
“CEBU IS NOT A DUTERTE COUNTRY
GOV. PAMELA BARICUATRO REASSURES STRONG SUPPORT ON PRESIDENT FERDINAND MARCOS’ JR. ADMINISTRATION”
The caption of the post also stated:
“Governor Pamela Baricuatro stands firm in championing ‘colorless politics.'”
In a strong show of unity and leadership, she reassures President Bongbong Marcos Jr. of her full support for the Marcos administration, standing alongside the Cebuanos in pushing for inclusive growth and continued progress.”
In an FB post on the same day, the Cebu governor posted the graphic card along with other images of her alleged quotes and labeled them as “manufactured.”
“Let me be clear: these circulating quotes are fake—manufactured narratives, recycled attacks designed to mislead. If it did not come from the Cebu Province official page or my verified Pam Baricuatro page, then it is not mine,” she wrote.
The official FB page of the province quoted Baricuatro and likewise refuted the circulating posts.

Meanwhile, the photo used in the graphic was taken when Marcos visited Bogo City in Cebu on March 16 to inspect newly turned-over Learning Continuity Spaces classrooms and to launch the health service YAKAP at Kalinga Caravan.
In May 2025, Baricuatro claimed Cebu was a Duterte stronghold – calling her province a “Duterte country” – when she won the midterms elections under the Partido Demokratiko Pilipino Laban banner, the political party of former president Rodrigo Duterte.
The following July, after assuming governorship, she said her administration was going to be “colorless” and stated in a separate report that she sees no problem working with the Marcos administration despite personally being a political ally of Duterte. However, there are no reports that she made the remark that Cebu is not a Duterte country.
The fabricated quote card surfaced after Baricuatro stressed that while she welcomes the presidential bid announcement of Vice President Sara Duterte in the 2028 elections, she wants to remain “color-blind” and focus on governance first.
As of writing, the four posts shared by an FB user collectively received 22,615 reactions; 8,101 comments; and 588 shares.
