A Facebook post claims that Cagayan de Oro Rep. Lordan Suan has proposed banning supporters of former president Rodrigo Duterte, specifically those from Davao and Misamis Oriental, from entering the city. This is fake.
The post, published on August 3, contains a graphic featuring a photo of the lawmaker alongside a background image of pro-Duterte demonstrators holding a banner that reads “BRING DUTERTE HOME.” The manipulated text reads:
βMopasaka ko og balaod sa Kongreso nga bawal na ang pagsulod sa mga supporter ni Duterte sa CDO, ilabina ang mga taga-Davao ug Mis. Or, kay nagdala ra sila og kagubot ug walay respito
(I will file a bill in Congress banning Duterte supporters from entering CDO, especially those from Davao and Misamis Oriental, because they only bring trouble and lack respect).”
The accompanying caption frames the claim as an official news update:

According to [the post], Cagayan de Oro 1st District Rep. Lordan Suan is proposing a bill to prohibit supporters of the Duterte family from entering the City of Cagayan de Oro, especially those coming from Davao and Misamis Oriental).”
This follows an earlier post by the same page that similarly targeted residents of Davao, alleging that people from the city should be barred from entering Cagayan de Oro because of their affiliation with the Dutertes.
The legislator has made no such proposal, legislative filing, or public statement advocating for any restriction on individuals entering Cagayan de Oro City because of their political affiliation or geographic origin. Banning citizens from entering a municipality or city based on political belief or province of origin is unconstitutional, and no such bill exists in the House of Representatives database.
Article III, Section 6 of the 1987 Philippine Constitution strictly guarantees the fundamental right to travel and freedom of movement, explicitly stating that these rights cannot be impaired except in the interest of national security, public safety, or public health, as provided by law.

The Facebook page that published the fake quote card consistently posts fabricated graphics and false information targeting the lawmaker.
The fake post surfaced amid the ongoing Senate impeachment trial of Vice President Sara Duterte, where Suan serves as a member of the House prosecution panel.
Posted by Birada Kagay-an, which has 11,000 followers, the post has so far garnered 1,321 reactions, 742 comments, and 457 shares.
