Netizens are circulating a resolution supposedly declaring comedian and host Vice Ganda as persona non grata in Davao City, over a concert skit where she made references to former president Rodrigo Duterte. The resolution is fabricated and a satire.
On Aug. 10, the document supposedly released by the Davao City Council circulated on Facebook (FB). The resolution announced Vice Ganda as unwelcome in their city and urged the public to boycott products the comedian has endorsed.
The resolution read:
“A RESOLUTION DECLARING JOSE MARIE VICERAL A.K.A VICE GANDA AS PERSONA NON GRATA IN DAVAO CITY
Whereas, the Super Divas concert featuring Vice Ganda, Regine Velasquez, and other performers was held at a jam-packed Smart Araneta Coliseum on August 8 and 9, 2025.
Whereas, Such public remarks included mocking Former President and Mayor Rodrigo Roa Duterte, making light of the “jetski” statement regarding the West Philippine Sea, imprisonment at The Hague International Criminal Court (ICC), and mockery of Diehard Duterte Supporters (DDS);
Whereas, Adding to the offense was the comedic impersonation by Lassy Marquez, which aggravated the perceived insult to the people of Davao and their leader;
Whereas, The former President is regarded by many Davaoeños not only as a political leader but as a protector and symbol of moral salvation, our Lord whose service is cherished and revered;
Whereas, In 2016, Vice Ganda endorsed Mayor Rodrigo Duterte during the national elections and featured him on the program Gandang Gabi Vice, benefitting from his popularity before later making disparaging jokes;
Whereas, Recognizing these acts as disrespectful, the people of Davao have expressed indignation and have called for a boycott of Vice Ganda’s endorsements, including McDonald’s, CDO Young Fork Tocino, Belo Essentials, and Game Zone;
Whereas, Ensuring the dignity of the city’s leaders, past and present, is vital to preserving the honor and pride of Davaoeños;
Now therefore, be it Resolved, as it is hereby resolved by the Sangguniang Panlungsod of Davao City, to declare Vice Ganda as Persona Non Grata in Davao City for acts deemed offensive, disrespectful, and damaging to the dignity of the city and its people, and for offending the deep moral and spiritual regard that Davaoeños hold toward their Mayor Rodrigo Roa Duterte.
Resolved further, to urge all sectors, institutions, and individuals within Davao City to refrain from supporting or patronizing the commercial endorsements of Vice Ganda, namely McDonald’s, CDO Young Fork Tocino, Game Zone, Belo Essentials, and other future endorsements.”
This is satire. A closer inspection of the document shows underlined letters from the second to seventh paragraphs spelling out S-A-T-I-R-E.
The Davao City Council did not release such a document. It was not published on the local government’s official website and FB page, nor on the Sangguniang Panlungsod’s FB page.
On Aug. 12, the Council approved a resolution condemning the comedian’s remarks that they deemed as “disrespecting to the former president.”

According to local reports, the city’s acting Vice Mayor Rodrigo “Rigo” Duterte II has dismissed claims about the existence of the resolution, saying the council “has far more important matters to attend to than entertaining baseless, attention-seeking antics from performers desperate for relevance.”
Moreover, the fabricated document lacks some elements found in legitimate resolutions released by the city council. It does not have a resolution and series number, nor did it bear official logos of the Davao City Government and its legislative body. It also did not carry the names and signatures of the individuals who certified it. Another error is the misspelled “CDO Young Fork Tocino” instead of “pork.”
According to the Department of Interior and Local Government, a “sangguniang resolution is not a law but a mere expression of sentiment.” Such resolutions are symbolic in nature. Thus, persons declared as persona non grata do not lose their constitutional rights, such as the right to travel to the area involved.
The fake resolution circulated two days after Vice Ganda and singer Regine Velasquez performed a joint concert. In one of their segments, Vice Ganda spoofed a TikTok-famous Jet2Holidays ad and referenced Duterte’s 2016 remark of going to the West Philippine Sea via a jetski. She went on to say that the “trip” comes with “unlimited water-bombing by Chinese vessels and a free trip to The Hague,” where Duterte is currently detained.
Duterte supporters have since criticized Vice Ganda over the remark, with some of them urging the Davao City council to declare her as persona non grata.
Copies shared by the FB page Anything goes On (created on Oct. 8, 2021) and six FB users collectively garnered 4,165 reactions, 1,136 comments and 457 shares.
