A viral post claiming “Italian President” Joaquín Archivaldo Guzmán Loera submitted a petition to the International Criminal Court over the rejected appeal of former president Rodrigo Duterte is circulating online. This is satire.
On April 27, at least six Facebook users published the graphic card featuring a photo of a man holding a document. The graphic contains a statement attributed to Loera which reads:
“Italian President Submits Petition to ICC Over Duterte Appeal
I am submitting this petition to the ICC to demand respect for RULE34, Section 6-7. The recent rejection of Duterte’s appeal weighed heavily on me, because Tatay Digong has always been admirable in the way he handled the drug problem in his country, a true ‘savior’ of the Philippines. Yet the ICC continues to illegally detain him while stripping away his Gooning rights. To make matters even worse, there is also information that the ICC judges are now planning to ban him from Edging. This is simply too much, even for the most Miscreant leader in the world.

While others pointed out that the post is fake, some netizens expressed gratitude to Loera in the comments section believing that he is president of the European country. Some of these are:
“Thanks his excellency, president of Italy!!”
“Thank you Sir for supporting our PRRD God bless”
“Hope all the world leaders join hands about ICC’s way of handling FPRRD’s case. It happened to him, so there’s a chance it could happen to you too.”
The graphic card originated from a satirical FB page Duterte Supporter 3r1t4s Copium News which publishes parodies.
The president of Italy is Sergio Mattarella, not Loera. There is no petition from Italy before the ICC regarding Duterte’s case as shown in the list of court records on the tribunal’s website.
Loera is a Mexican drug lord convicted in 2019 in the United States for multiple counts of drug trafficking and money laundering conspiracy. He was the leader of the organized crime syndicate Sinaloa Cartel.
The use of the popular internet slang Section 6-7 as well as the terms “Rule34″, “Gooning rights”, “Edging”, and “Miscreant” – which all have sexual connotations – is another telling sign that the post is satire.
The posts began circulating days after Duterte’s jurisdictional appeal was rejected by the ICC on April 22, followed by the confirmation of all charges against him the next day. The former president is now set to stand a full-blown trial before the ICC Trial Chamber.
As of writing, the posts published by FB page Dave TV (created July 24, 2025) and four other users collectively earned 23,181 reactions; 2,949 comments; and 3,339 shares.
