Foreign Secretary Teodoro Locsin Jr., one of the 10 heads of the Philippine delegation to the ninth session of the Conference of Parties to the World Health Organization Framework Convention on Tobacco Control, said “tobacco is a source of bad health” but novel tobacco products are “far less harmful.” The Department of Health, a co-head of the delegation, disagreed, saying the information is misleading.
