Modernization or Phaseout?

Transport groups call it a phaseout, not modernization.

In 2016, almost 14 percent of the total number of vehicles involved in road crashes in Metro Manila were public utility vehicles (PUVs), many of which were jeepneys.

To address this, the Department of Transportation is set to implement a five-year PUV modernization program, starting with the release of the Omnibus Franchising Guidelines this month.

Such plan, however, has drawn flak from various transport groups, dubbing it a “phaseout” of local jeepneys aged 15 years old and above.

In this report, Road Safety Journalism Fellow Zhander Cayabyab explores the program and its impact on jeepney drivers and operators.
