VERA FILES FACT CHECK: Duterte binawi ang pagtatapos ng VFA sa US kasunod ng mga donasyon ng bakuna

Matapos ideklara noong nakaraang taon na “hindi niya sisirain” ang kanyang desisyon na wakasan ang Visiting Forces Agreement (VFA) ng bansa sa United States (U.S.), binawi at ibinalik ni Pangulong Rodrigo Duterte ang kontrobersyal na military deal bilang “konsesyon” kasunod ng donasyon ng mga COVID-19 vaccine ng Washington.

Sa kanyang lingguhang update noong Agosto 2 sa coronavirus disease 2019 (COVID-19) pandemic, pinasalamatan ni Duterte si U.S. President Joe Biden para sa humigit-kumulang 3 milyong dosis ng Moderna jabs na dumating sa bansa kinabukasan.

Sinabi niya:

Give and take (Bigayan) lang tayo. So pasalamat tayo sa kanila (Americans) at maibigay naman na — may naibigay na naman ako sa kanila na concession (konsesyon). I considered the continuance of … the [VFA]. In gratitude, I said (Isinaalang-alang ko ang pagpapatuloy ng … ang [VFA]. Bilang pasasalamat, sinabi ko….”

Nilagdaan noong 1998, ang VFA ay isang bilateral na kasunduan na sumasaklaw sa mga militar at sibilyan na tauhan ng US na pansamantalang nananatili sa Pilipinas para sa training at iba pang opisyal na aktibidad. (Tingnan ang VERA FILES FACT SHEET: Visiting Forces Agreement, ipinapaliwanag)

Pinagtitibay ng VFA ang mga obligasyon ng dalawang bansa sa ilalim ng 1951 Mutual Defense Treaty na “magkaisang” tumugon sa anumang external na armadong pag-atake sa teritoryo, hukbong sandatahan, pampublikong sasakyang panghimpapawid, at sasakyang panghimpapawid.
