Mali ang sinabi ni Presidential Spokesperson Salvador Panelo na si Vice President Leni Robredo ay sinabihang “huwag nang dumalo” sa mga pagpupulong ng gabinete noong 2016 dahil ayaw ng pangulo na “mapahiya” siya sa harap ng iba pang mga miyembro ng Gabinete.
Nagsilbi noon si Robredo bilang chairman ng Housing and Urban Development Coordinating Council (HUDCC) mula Hulyo 7, 2016 hanggang Dis. 5, 2016.
PAHAYAG
Sa isang press briefing noong Nob. 6, ilang oras matapos pumayag si Robredo na pangunahan ang kampanya ng gobyerno kontra iligal na droga, tinanong si Panelo kung ang bise presidente ay muling pagbabawalan dumalo sa mga pagpupulong ng gabinete kung siya at si Pangulong Rodrigo Duterte ay muling magkakaroon ng magkakasalungat na pananaw.
Sinabi ni Panelo:
“Not necessarily (Hindi kinakailangan). As I said (Gaya ng sinabi ko)…the president didn’t want her to be embarrassed inside the Cabinet (hindi nais ng pangulo na siya ay mapahiya sa loob ng Gabinete [noong 2016]. Kasi kapag banat ka nang banat tapos kaharap mo iyong mga nasa miyembro ng Gabinete, kapag nakantiyawan ka doon, mapapahiya ka. Para hindi na, huwag ka na munang umattend (dumalo)”

ANG KATOTOHANAN
Pinagbawalan ni Duterte si Robredo na dumalo sa mga pagpupulong sa gabinete dahil sa umano’y pagsali ng bise presidente sa mga “oust Duterte” rally.
Sa magkahiwalay na panayam sa ABS-CBN News at GMA News noong Disyembre 2016, sinabi ng pangulo:
“Ngayon nandiyan siya. Kinabukasan, kaharap ko siya sa Cabinet meeting for example, or a day or two weeks after (sa pulong ng Gabinete halimbawa, o isang araw o dalawang linggo pagkatapos). Don’t you think it’s the height of incongruity to be facing somebody, to be there at the same time to be here (Sa palagay mo ba, hindi ba ito rurok ng pagkadi-magkatugma na haharapin ng isang tao, na naroon at narito rin sabay)?”

Itinanggi ni Robredo ang pagsali sa naturang mga rally, sinabing siya ay “walang alam, hindi sangkot” sa anumang pagkilos na “patalsikin” ang pangulo.
Ang pahayag ni Panelo ay hindi rin tugma sa paliwanag na ibinigay ng noo’y Cabinet Secretary Leonico “Jun” Evasco Jr. at Presidential Spokesperson Ernesto Abella.
Si Evasco, na nagparating kay Robredo sa pamamagitan ng text ang utos ni Duterte, sa isang pakikipanayam sa radyo, ay nagsabi:
“Utos ‘yan ni Presidente Duterte. And the reason is (At ang dahilan ay)…there are irreconcilable differences in between (sic) (may mga hindi mapagkakasunduang posisyon sa pagitan nina) VP Robredo and the administration headed by (at ng administrasyong pinamumunuan ni) Mayor Rodrigo Roa Duterte.”

Sa isang Dis. 6, 2016, press briefing, sinabi ni Abella:
“I think it began specifically with the fact that the president no longer felt comfortable working with the vice president…The president, I suppose, felt uncomfortable with her engagement with certain political actions

Ang utos ni Duterte ay inilabas kasabay ng mga protesta laban sa patagong paglilibing sa yumaong diktador Ferdinand Marcos Sr. sa Libingan ng mga Bayani noong Nob. 18, 2016, na matinding kinontra ni Robredo. Nagbitiw siya bilang tagapangulo ng HUDCC noong Dis. 5, 2016, isang araw pagkatapos sinabihan siyang ihinto ang pagdalo sa mga pagpupulong sa Gabinete, at sinabing “halos imposible” nang magawa ang kanya trabaho dahil sa utos [ng pangulo].
