Shocking road crashes, less than a week apart, have again raised questions about the country’s driving standards, the oftentimes problematic behavior of people behind the wheel, and how the government can address these recurring concerns. One solution that the government is set to implement soon is a total revamp of the driver’s licensing system, which aims to ensure that only qualified persons will be able to secure a driver’s license.
The Child Safety in Motor Vehicle Act (RA 11229), which takes effect in February next year, aims to prevent more child fatalities from road crashes. During the one-year transitory period, the LTO will also be implementing a nationwide training program to build the capacity of its men in enforcing the law’s provisions and procedures.

The Department of Transportation (DOTr) has announced that it will proceed with the pilot study temporarily allowing select for-hire motorcycles to operate in some areas of the country.
The safety measure also states that a motorcycle on the road will only carry three people at a time, curbing the practice of ferrying many passengers. This is common in some provinces where a habal-habal carries up to six people who sit on wooden planks placed horizontally across back seat of the motorcycle.
The country’s roads and transport system are far from being PWD-friendly due in part to issues of accessibility, but efforts are being made to improve the situation.
