Several emergency mobile alerts from an unknown sender carrying a campaign message of Ferdinand “Bongbong” Marcos Jr. were spread around Wednesday as he filed his certificate of candidacy (COC) for president in the 2022 national elections.
Neither Trump nor Biden made comments towards Marcos recently, as shown by the lack of official record from the U.S. government or any report from legitimate media organizations.
It's a warped version of her actual remark.

Marcos has not announced final plans for next year's national elections. And in a July 27 interview with DZRH radio host Deo Macalma, the former senator said he has asked the Davao City mayor about her own plans in the 2022 polls but the latter has not made a decision yet.
